Do we need a "Grace Commission II" to remove waste & inefficiency in Fed Government?

In 1982 Ronald Reagan issued an Executive Order to root out waste and inefficiency in the US Federal government.
"The report said that one-third of all income taxes are consumed by waste and inefficiency in the federal government, and another one-third escapes collection owing to the underground economy. "With two thirds of everyone's personal income taxes wasted or not collected, 100 percent of what is collected is absorbed solely by interest on the federal debt and by federal government contributions to transfer payments. In other words, all individual income tax revenues are gone before one nickel is spent on the services [that] taxpayers expect from their government"

The results of this investigation/audit of the Federal Government was issued way back in 1984 and could have saved $141b a year in 1984 dollars if fully implemented. That equates to $341b in 2018 dollars. That is 1/3 of the 2019 Budget Deficit.


Should Trump issue an EO to have a new audit of the Federal government to save billions of dollars a year? The initial findings could include the recommendations that were not implemented, along with the new recommendations, which could even include an audit of the Federal Reserve.
