At one time Johnson took Social Security "off-budget" and suddenly the deficit looked much better. Finally, Congress passed a law during Clinton's term making it illegal to put Social Security off-budget. I wonder if that can still be done with other costs and were the wars off-budget, and I did read that the Iraq and Afghanistan wars have cost America five trillion dollars. So two questions, were the wars off-budget and what is their total cost thus far?
