No secretary of state can tell any political party who their nominees can be. Not can a secretary of state disqualify a duly chosen nominee in a federal election. They can only control the process.

There are tons of political parties. If you have enough people to vote for you and donate to your party you can get on the ballot too. Like the Green Party.

If states could choose who will be on the ballot then both republican and democratic states would start prohibiting candidates from opposing parties.

Every State has its own qualifications for including a person on the ballot. But none can be included if they do not meet that State's qualifications OR are not eligible according to the U.S. Constitution.
