1) The 23 rd Amendment is Repealed
2) The President Vote is to conducted in the several States using only hand marked paper ballots.
3) Only previously registered to vote US Citizens never convicted of a Felony will be permitted to vote. Voting to take place only at election day polling places on election day except for absentee mail-in ballots allowed to USA Military members serving overseas on election day. Voters must show picture ID at the polling place.
4) All vote counting to be done publicly and audio/visually recorded. Destruction of such records prior to five years after election day will be considered a felony federal crime and punished as congress may direct. Three non-partisan US Citizen Federally paid poll watchers to be assigned to every voting precinct at least two of whom must not be a precinct resident and one the resident of another State. Interference with their Duties will be considered a felony federal crime and punished as congress may direct.
5) Candidates for the Presidency must demonstrate status as a Natural Born Citizen before being placed on any State ballot.. NBC for this purpose is defined as BOTH of the candidate's parents being USA Citizens (without any dual citizenship) at the time of the candidate's birth and the birth taking place within the borders of one of the several States.
6) Electoral Votes to be apportioned as follows-

a) one(1) EV for each US House District.Awarded to winner of largest number of Presidential votes cast in the district. TOTAL 435. Elector to be chosen by Lot from US Citizens over age 30 in each House District.

b) two(2) EV for each State. Awarded to winner of the largest number of votes cast among a joint session of all houses of the State's legislature (excluding any legislator not a US Citizen) plus the State's Governor. TOTAL 100. Electors to be chosen by Lot from those voting

c) One hundred(100) EV from the USA at large to awarded one(1) EV for each full percent of the popular vote received nationwide by each candidate. Otherwise unawarded fractional EV's to go to the candidate with the most votes received. TOTAL 100. Electors to be chosen by Lot from US Citizens over age 30 currently residing in the several States of the USA.

GRAND TOTAL 635 EV. 318 EV required to elect a President. After the first vote round Electors for all candidates except the top two vote recipients are unbound for the second vote in which they must shift to one of the top two.

7) EV's must be cast per the will of the voter's in each particular case. Elector's to have a special status to raise questions regarding acts of fraud or malfeasance in the Presidential Election Upon petition by 50 or more Electors the US House is bound to appoint a special prosecutor.
 
What makes you think it needs any changes? We don't want mob rule by petunia's in California and New York.
 
Actually, the Constitution is fine. What might need changing (MIGHT) is that the states might want to re-consider how their electoral ballots are voted. If they want to cast their ballots for the person who "wins" the national popular vote, there is no reason why any state could not do so. If they want to cast their electoral votes proportionately to the candidates as they finished in their own state, no problem. But no "small" state would want to cast their lot with the national popular vote "winner." in doing so they would be making themselves irrelevant.

The fact is that each state is, by definition, already casting its ballots according to the best judgment of its legislature. And frankly, it is none of anyone else's business what any state does in that regard.

The system don't need no fixin'.

The problem I have with this suggestion is,that each person's vote literally counts twice. First by district and then as part of the overall population. The votes of State Elected Officials count three times.... District, Popular Vote, and State Legislature.

THAT is a major problem in my mind.

I would support a plan that awarded Electors by District and the 2 "Senatorial" Electors awarded to the candidate who won the most Districts in the state (split 1 each in case of a tie). However, to do this, I would want the districts redrawn after every census BY COMPUTER PROGRAM, to minimize the acreage of each district. No more custom drawn lines to promote one party or the other.

Only one modification...The New York Times and the Los Angeles Times should each get 1498 electoral votes.

Interesting he left out eliminating campaign contributions by corporations and unions, no PACs, campaign spending limits, neutral debate hosts, new people can only editorialize in specific editorial portions of the news, "news" stories must be confirmed as fact before airing, photo IDs provided by the federal government at no charge to citizens and all candidates supply proof of citizenship and seven years tax returns as part of the primary process.

No. Electoral Vote has been the deciding factor in EVERY American Presidential Election ever held. The only difference in 2000 and 2016, from all the other years is that the Popular Vote didn't go the same way as the Electoral Vote in those years.

No. Electoral Vote has been the deciding factor in EVERY American Presidential Election ever held. The only difference in 2000 and 2016, from all the other years is that the Popular Vote didn't go the same way as the Electoral Vote in those years.

Those two exceptions didn't make anything any better.
 
I seriously don't see the states agreeing to a change that would eliminate their current existing power to elect the US President through the electoral process.
