I believe the government can only do so much and from there it is up to private enterprise. I was only 14 going on 15 when during the Apollo 11 mission Walter Cronkite and Arthur C Clarke sat there and made comparison to Christopher Columbus' voyage. I instantly thought a better comparison would be to Leif Ericson because I could think of nothing there on the moon that capitalist could exploit.

There is no practical reason to maintain a permanent base on the moon other than to say we did it

I thought the Mars rovers and the Pluto flyby were a better use of resources

Negative. The reason to establish a moon base is to extract resources necessary to build ships, which enables us to build them bigger than we could on earth due to the amount of fuel required to get past gravity. This will eventually lead to a ship that's capable of establishing a base on (they want to do mars, I think that's the wrong choice) another planet (or moon, around Jupiter is my choice, but Saturn has potential too) - then we can harvest rare gases and test faster engines. Its far enough away from the Earth that peeps won't freak out, and Jupiter and Saturn both have high enough gravity to keep it from being a danger to the solar system's orbital balance.

...sorry had a geek moment there.
 
Why not stop looking for another planet to kill and destroy and instead try to fix the one we are on? Oh. Wait. Never mind.

And our European allies sees America as the past, and Russia as the future in space.

A Moon-base is a necessary first step to everything else. Mars, asteroid belt mining, etc. Most of the fuel used by existing rockets are used up just getting into low-orbit. If they can refuel at the Moon, a jaunt to Mars becomes much more feasible.

Only problem with human bases on the Moon, Mars, or in orbit is radiation. Getting a major dose away from the Earth's protective magnetic shield. Then there's the micrometeroite impact issue. Without an atmosphere (to speak of, Moon actually has one as does Mars but not in any significant way) a grain of sand is going to be going 20k MPH when it hits and makes a considerable hole in whatever. If your base isn't built with that in mind, you're gonna be chewing hard vacuum.

It is about preservation though, not of Earth, which is ultimately doomed no matter what we do, but preservation of Earth's species. Plus I don't think traveling to other planets precludes preserving Earth, not exactly sure why are ya'll trying to make it a "Earth" vs "other planet" argument when it's not.

Water shielding, we've proven it works, part of why we need a planet or moon that has a source of water. I'm not sure, but other liquid states could work too maybe; methane and such. Either way, we can get around the radiation. The micro thing is a problem for sure; we need to get to work on some space Kevlar - which is why we need to get a station out there to test stuff heh

If Russia would be a part of Asia, it didn't fought for a centuries against asian hordes and wouldn't conquer them next.

Makes me wonder about territory and soverignity. Is the Moon like Antarctica and no man's land, or can you claim bits of the Moon as your own country's as with planting your flag?

Lotta amusing time-related questions too. Whose time zone dya use? What about religious obligations that have time-sensitive components? Like for Jews and the beginning and end of the Sabbath taking place with sundown and sun up.
