The US goal was clearly always to maintain the status quo between these two nations that existed before Sadam's attack.

I don't see this as any type of absolute confirmation that the USA helped Saddam make chemicals. It is definitely a discussion about it. Whomever authorized it to be done I would agree that it was a very bad decision.
