Basically yes. Comey didn't start his investigation into Trump until July of 2016, but he was getting in intelligence on Trump surrogates since 2015.
What Trump and team never realised is that they were being watched since 2015 by Foreign intelligence services that were in fact reporting back to U.S. sources in routine exchanges--meaning James Comey.

James Comey was an incompetent FBI Director--he had knowledge of all of this since 2015, and never reacted to any of it. I think he was a show boat, loved the media lights & planned on taking Hillary Clinton down first and then moving toward taking down Trump (after he got elected.) Which is why he is also under investigation for his interfence into this election.

Clearly James Comey knew about the intelligence he was getting since 2015 from our intelligence allies and ignored it. Everyone expected Hillary Clinton would win this election, but it backfired. Comey played a major hand in getting Trump elected, even to the point of using a Russian doctored email to attack Hillary Clinton.

He knew what he was doing all along, and was waiting for the Trump Presidency so he could then use that Russian case to get the media attention he so desired. There's not a dime's worth of difference in the EGO 'S of Trump & Comey. They both love media attention.

The only thing that bothers me, is Comey testified under Oath that Trump stated to him during the private meeting when Trump was trying to get Comey to drop the Flynn investigation, (is Trump said to Comey)--"you know that thing we had going." When Comey was asked about it, he denied knowing what Trump meant by that comment.
