You don't have to amend the constitution, to write a law in Pennsylvania. And the law they wrote was for a group of voters outside the definition of "absentee voter"The new law was not approved by the normal process for amending the state constitution.

Think of it this way. If the Pennsylvania constitution specifies the rights of citizens of Pennsylvania. That doesn't stop the legislature from granting rights to non-citizens. They don't have to put them into the constitution to do so.
