Clinton was charged with Obstruction of Justice, a felony under federal law, codified by 18 U.S.C. § 1503.

Trump was charged with Obstruction of Congress, a fake crime that is not found in the U.S. Code.​

What's really sad is that every person with an independent working brain should immediately recognize the difference (or at least be curious enough to research it) without someone having to point it out, but the Dems in the House clearly knew the people in their base lack that ability, and that they could easily fool the ignorant dupes into thinking the two are the same offense by wording it this way to resemble/mimic the crime Clinton was charged with.
