I have no idea if this guy had a legit complaint, but clearly he lost it entirely when they told him he had to leave and sell his home.
I suspect he figured they were killing him, so he'd kill them.

They didn't tell him he had to leave and sell his home. They condemned the property and then took it away from him. He was homeless and living in a car at the time of the shooting.
I'd be a little pissed off if somebody took my property away from me too.
