I don't know what neo nazi area you live in but where I live that happens.

I've seen people with bibles preaching their gospel on the streets of my city and in the suburbs of where I live many times.

No one arrested them. They very loudly preached their gospel to all who walked by.

No one paid any attention to them. No one arrested them.

Arresting them would have been a crime. It would have been a violation of their civil rights which where I live isn't condoned.

I guess it is where you live.
