There are some 57 members (plus 3 observer states) in the Organization of Islamic Conference Member States (OIC). I am not sure that any of the OIC member nations follows the basic tenants of Islam either under Shira Law or the Concepts behind Islam. Most newly developed contemporary advocates of the Caliphate (Taliban, HAMAS, Islamic State, etc) are marred by significant violence (See HAMAS Link.).

I'm not sure that an Islamic State has a definition that anyone can really agree upon. They appear to be violent eruptions; that define their own parameters. Can the Palestinians have their own Islamic State? Yes, probably. It doesn't mean they should or that it would be beneficial to themselves, regionally, or globally.
