Let's take a hillbilly who dropped out of school before he finished the 6th grade and supports himself by mowing lawns, by himself, for a living.

Let's say he regularly uses the term ni**er, tells racist jokes, won't eat in any restaurant that a Black will, and generally makes it crystal clear that he can't stand a Black person simply because they are Black. He also tells his sister that he will never speak to her again if she dates a Black man.

The hillbilly certainly has no power over the life of another. So, he is not racist.

It's what's in your mind that makes you racist. Being able to take advantage of it is another thing entirely.
