If the country you are negotiating a SOFA (Status of Forces Agreement) with doesn't agree with what you are asking, you can't force them to do so. It's their country and they can say what goes on. The sticking point was that Obama didn't want Iraq to have judicial power over the troops that were in country.

You announce it to reduce civilian casualties. In his cartoonish version of the world, Mosul is a city that is 100% enemy. His world view is one of WWII where Germany was the enemy and the whole of Germany must be destroyed. Things have changed over the intervening 70+ years.

That's how you lose wars. if you insist on zero civilian casualties, then you have already lost.
