That's true but congress authorized Bush to go after those that perpetrated 9/11 and to invade Iraq. Neither of these resolutions provide Obama authorization to take out Assad nor fight ISIS. Republicans have talked a good game but haven't been anything but Monday morning quarterbacks and Obama has only half-heartedly pushed for any approval to act.
