Not delayed, but actually prevented because they weren't legally allowed to purchase one. And, then tell us how many have been prosecuted for illegally trying to purchase a firearm.

this latest santa barbara guy passes 3 background checks, was undergoing psychiatric treatment, had been investigated by the authorities when they were tipped off he might be an issue. sure, lets pass another law demanding background checks.

"...the right of the people to keep and bear arms, shall not be infringed." Licensing would be an infringement.

While you have to report your vehicle sale for the purpose taxation, the government has no right to approve the sale.
