My other option still involves sleepy gas, them being issued a five gallon bucket with a lid, one military issue gray blanket, one shovel, and a lovely overseas tour in some place like the Congo, Sudan, Amazon, or some other crap hole, as the New Peace Corps. They can help build schools, increase agriculture, build homes, etc, etc, etc,.. if they want to earn the chance to come back in three to five years. Of course they might decide they like it in their socialistic paradise and stay.
