In this case, you only have to prove you are a citizen of the United States. What ambiguity do you see in that?

My plan is to understand reality and to take actions that don't have enormously damaging unintended consequences.
These people are here. There are millions of them and they send a lot of money out of the country. It is quite reasonable to tax those transfers to fund the wall. Until we build a wall and control the border, anything else is meaningless.
