I don't find it odd at all, and that's the problem. Trump is a statist. He has no problem with government dictating the terms. As long as he's doing the dictating.

I don't think government should decide what happens to them. Outside of that, I'm fine with anything people want to try - health car co-ops, traditional insurance, community welfare. I'd even accept - though not advocate for - bumping up the welfare state to help them out. But outsourcing the welfare to private business is, essentially, just inviting them to become an arm of government. That's why we got the fucking "individual mandate". Which, btw, is still the law of the land. Trump just dialed the penalty down to zero. It will be a trivial matter for future administrations to dial it right back up.
