Scandanavian countries. They learn English in school at a young age and speak it very well even as a second language.. Sweden/Finland especially.

It is not just tourism but American TV, movies and music that they grow up onAs international travelers have known for quite some time now, much of the world, especially Europe depends on tourism to keep their economies perking along. And "tourism" is mainly Americans, Canadians, Brits, and Ozzies. So English is spoken everywhere "you" would want to go. Learning a foreign language is an interesting thing, but chances are, when you go to that country, they will speak better English than you do X.
TabarnacadaThey do so deliberately; they're culture and language snobs. They're even that way in Quebec and other parts of Canada.
The OP was obviously writing about non-English speaking countries.
