Below is a capitalism-consciousness trial-oriented 'speculation/gambling council dialogue' about governance-etiquette (inspired by the ethics-negotiation films 12 Angry Men, Wall Street, and Inherit the Wind).

LUTHOR: Do all delegates/representatives agree that speculation is a 'face' of capitalism?
TOYMAN: Judge Luthor, many of us agree that risk-calculation is part of economics, but gambling is not clear!
BLACK MANTA: We pollute the Earth with industrialization-related waste, and no one 'predicted' this.
RIDDLER: Everyone understands that gambling is 'thrilling,' so speculation feel 'natural.'
LUTHOR: We're not here to 'bless' natural feelings or child-like curiosity; we want to evaluate gambling-ethics.
TOYMAN: How do you punish an economist for talking about uncertainty through the 'lens' of speculation?
BLACK MANTA: We could wax lyrical by saying, "Let's speculate that industries are sincere about Earth!"
RIDDLER: Why (if I may ask!) do we 'deify' romantic bank robbers (e.g., Bonnie and Clyde) who gamble?
LUTHOR: Are we suggesting in this 'council' that anti-federalism bank-robbery is equal to gambling?
TOYMAN: When corporations achieve monopolies (e.g., Microsoft), don't they 'speculate' about limits?
BLACK MANTA: Why was there no 'limit-calculation' adequate to 'predict' mandmade eco-pollution?
RIDDLER: Gambling is 'romantic recreational activity,' and the word speculation feels 'conversational.'
LUTHOR: How do you prosecute bank-robbery and corporate malfeasance then?
TOYMAN: If a leader/government 'assumes' the ruled accept predicted risk (without evidence), there is guilt.
BLACK MANTA: How does a child lobby with the government to curb industrialization?
RIDDLER: Let's conclude (at least) that speculation, gambling, monopolies, and power are 'negotiable'!

After the council closed, it was determined that the modern world of industrialization and globalization commerce (e.g., World Bank, Hong Kong, European Union, NATO, etc.) requires a focused evaluation on the 'parameters' of speculation in risk-assessment for 'beneficial' trade-treaties to be forged between nations of differing political perspectives (e.g., Democratic America and Communist China). It was also suggested by this special international council that determination of speculation legality, speculation usefulness, and speculation authority (in particular!) requires a discussion of risk-avoidance priorities. Without proper *consensual* risk allotment, leaders/government are 'at-risk'(!) of becoming illegal authoritarian bodies requiring swift impeachment. The deliberations of the council were unanimously accepted and celebrated by U.S. President Donald Trump (and his otherwise divided Cabinet).
