Maybe Trump doesn't give people enough substance to respond rationally, so people just jump to the dog whistle and either defend it without knowing what in hell it exactly means, or criticize it for the same reasons. Just partisan barking. Maybe that's what it means? But being Russ, it could mean anything.

Presidents are supposed to have a little more substance than a Tweet. He needs to do a press conference where journalists can ask him questions. When he only responds to what he wishes, via Twitter, he is not answering the questions people want answered, like what did he mean about North Korea's missile is "never gonna happen" ? That could be interesting, no?
