Your generic rhetorical assessment of our educational system is typically simplistic and wrong. Studies show that kids who attend public schools in more affluent neighborhoods score as well or better than kids in Finland or Japan or whatever country you can name. The low scores in less affluent neighborhoods has more to do with language deficit than anything else. Teaching a classroom half filled with Spanish speaking immigrants sort of lowers the average. But I'm sure details like that are irrelevant when you're more interested in dogma than reality.
