Syria declared war in Israel in 1948 and the declaration was never rescinded, so a state of war exists between Israel and Syria.
The weapons that were targeted were destined for Hezbolla to use against Israeli civilians, so under the Geneva conventions Israel was legally obliged to destroy them.

BTW, Israel and Syria never signed a peace treaty , not after the 6 day wR where Syria signed the Khartoum Resolution and not after the Yom Kippur war.
The Khartoum resolution states: no peace and no recognition of Israel.
So, although they are not in a full out war with eachother, there has never been a cessation of hostilities between them.

Second, they won't sit down to talks unless all refugees are "returned to Israel" and the Golan heights are returned, including sheeba farms though Syria stole that from Lebanon.
