IMO Putin knows that is impossible. Russia is a pale shadow of the Soviet Union, and the Soviet Union was only as much of a threat as it was because of it's European EMpire and it's attractive ideology.

The case for action against Russia is quite weak. It will be very difficult for them to pressure Trump into action. All he has to do is NOT fuck with Russia and the problem just isn't.
