There was no evidence that General Cartwright deliberately gave information to the enemy. He was working on a book deal and he was either greedy or careless or both. Hillary was also careless or greedy or both. Cartwright pleaded guilty to one count. The FBI laid out a case that Hillary was guilty of a hundred counts but declined to prosecute. When you look back to incidences of real espionage it seems that the intent of the "Justice" dept. was always to close the case without much fanfare. FBI agent Robert Hanssen probably caused the deaths of several U.S. informants when he gave the names to the Russian in exchange for money. He should have gotten the death penalty but the Justice Dept gave him a quickie plea and even authorized a pension for his family as if he retired honorably. The dirty little secret is that the Justice Dept didn't give him a break so that he would talk. They gave him a break so he wouldn't talk.
