You don't know that. No one does except the people who were directly involved. Lower level IRS employees have said that it came from the top. Who would that be? Why was the IRS director at the whitehouse 157 times? who was he talking to and about what?

Plauseable deniability is sometimes a good defense, but the policy had to originate somewhere. Why did Lois Lerner take the 5th? what has she got to hide?

As far as I'm concerned - the real scandal is why the IRS changed the word "exclusively" to "primarily" in 1959 without Congress approval. That's the real scandal.
