Cat pants are slacks which have the image of a cat . Sometimes, the garment has a pattern of cats but in other designs, such as in the following link, the cat image is not immediately obvious.

Back in the 50s, pants with an unusual design were called cat pants because this is what “cool cats” wore. My only pair of cat pants were dark blue with a light blue stripe running down each side.
