In fairness almost all of the prep for the Bay of Pigs invasion had taken place before JFK took office.

Cuba was in a state of revolution in the late 50's and there were plans to intervene but by 1961 the issue was settled and Castro was in legitimate control and Cuba was a sovereign nation. The problem for the U.S. was that democrat administrations were depending on the CIA for foreign policy and the CIA wasn't the legendary agency that Hollywood portrays.
