Nobody's preventing refineries from being built. They simply haven't been applied for, or they've been approved and not built. It's just like the "drill here drill now" canard, which forgets that "we" don't drill and "we" don't build refineries --- oil companies do that. And they work for profits, not for "us".

Anyway, oil's an international fungible commodity. More refining doesn't affect us directly. It all goes into the same world-pool.

This pipeline would be used to transport oil to the Gulf. And loaded on Tankers, then sold on the worldwide oil market to the highest bidder. There are ZERO guarantees that any of this oil stays in America.
