The funny thing about libraries is they offer free internet access and all the books that are not carried in the library can still be read for free on the web.

Besides no library has ever carried every book ever printed and by your reasoning that would mean most books ever printed can be considered banned.

There is a difference between lack of space for all books and actively removing a book from the library.
