This refers to the ATF, after 10+ years, changing it mind on pistol braces.
Previously it held a brace does not turn a pistol into a SBR.
Earlier this year, it reversed this, and required the registration of all such pistols with the federal government as SBRs.
Nice guys that they are, they provided an amnesty period where you did not have to pay the $200 tax for the registration.

Lawsuits pending; this change in rules bring th NFA 1934 up for scrutiny, and may result in any number of changes to same.
