Since illegal immigrants in Maryland are given licenses which clearly identify them as not being citizens, how were they able to fool the registration process into thinking they are citizens? How were the able to get around the Voter ID requirements?

You are incorrect. Maryland is not yet in compliance with the Real ID Act, and their DL do NOT indicate residency status.
