It was the Dem’s that instituted it in the ‘40’s to begin with. And the Dem’s that extended it for 2 years pass it expiration in 1971

The draft law was due to expire at the end of June 1971. But Nixon decided it needed to continue and asked Congress to approve a two-year extension.
