The idea of centralizing education that much is something a liberal would typically advocate. And the overwhelming bi-partisan support the bill had, in the face of being a Bush admin "baby" as you say, proved that, along with Kennedy co-authoring it.

Yeah, it was a LIBERAL idea, and it failed miserably.
