Why?

Because they meet so many African Americans day in and day out that are uncooperative, defiant, or downright violent.

Do they also meet Caucasians and Asians and Hispanics that are also problematic?

Yes, of course. But the troublemakers whom the cops come into contact with are disproportionately African American (and closely followed by Hispanic Americans in cities like Los Angeles).
