Difference in how we feel about the two lies in how person-on-person violence is seen as situational or heat-of-passion. Terrorism is dispassionate, wrong place at wrong time violence. So much more objectionable than if someone pisses someone else off, they use a gun and kill the person. That makes sense to us and we tell ourselves we can avoid that situation at least. But because we can't avoid becomming a victim of terrorism, that's much more objectionable.
