This is a law to prevent housing and employment discrimination in public systems. NO, you can't be charged or fined for simply saying it on the street. Nor would any organization or person get a $250,000 fine without a proven, systemic problem in housing discrimination.

Based on the bullet points given, yes and no. The first and third bullet points are seriously questionable from a constitutional standpoint the second bullet point is iffy at best the way it appears to be written but may still be enforceable under certain legal conditions. If a landlord acts in such a matter there should be criminal and civil ramifications regardless of whether the tenent is an illegal or not, that's tantamount to extortion. I'm pretty sure the courts will have to work this one out.
