The Iraqi government was created under President Bush. They are the one who are mostly to blame for the Breakup of the Iraqi State (Post invasion that is, I mean of course it was Bushes policy that divided the country).

Any pragmatic president would know that any decision made by a government that exists only as a result of US action would be subject to US approval whether official or not.
