The law is for the people who won't quarantine voluntarily. NY has recently expanded quarantine to visitors from many states and from England. Of course, no one is going to abide by it. You travel somewhere for a reason, and it isn't to sit in a hotel room for four days waiting for a negative test. Maybe that's part of the reason for this. Or the crazy homeless guys. Or Joe Blow who has a mild case and says fuck that to quarantine.
I think Cuomo is trying to herd cats. This will be largely ineffective, even if it passes.
Sure would be better if people would just take precautions and quarantine voluntarily when it is indicated.
