Lets take a look at some history for my basis of this.

fdr was the first Pres to have a 3rd term.

every other Pres honored Washington by self limiting themselves to Two.

A dem was the first to dishonor that tradition.

I'd be willing to bet this asshole knew that reps would continue to honor tradition and dems wouldn't give a fuck about it as they have a history of ignoring it.

So no, he knew that Bush would go for a 3rd term.
