They already have quotas worldwide for fishing allowance. You have a quota of catching 100 fish. You opt to sell your quota allowance with is a transfer - QTA - to a bigger company who has commercial fishing business.. they buy out everyone elses Quota allowance and now they can legally fish more than they could before.

Now adapt that to energy. You are on food stamps and cannot afford large electric bill. Your family has a choice. Walk to work and give up car, ( 2015 black box will remove that option though ) or sell your electric allowance quota to a local company who needs the extra energy because they are all on the same cap and trade energy system - so the big company buys your quotas and your smart meter then keeps the lights on - when there are no rolling blackouts that is -------> which is a promise after Obama does this - and you now live without air conditioning or heat because smart meters can locate which source to shut off. Maybe it is your hot water. However they want to work it out they control your electricity from start to finish and everyone basically adjusts to a 3rd world country similar to life in India. Everyone except the wealthy in this country who will be able to buy those QTA's and say good bye to the middle class at same time. That is the plan.
