Instead of increasing it by $2Bn - they should decrease the whole program to JUST $2 Bn.
At minimum, 70-80% of every dollar spent on higher education grants is a total waste and only funds "party life" for many of our youth. Take a look at the graduation/transfer rates of any community college and you will see abysmal rates. The national average is 59%. But community colleges in inner city areas, many are less than 10%!!!
American colleges are filled with kids that should not be there.

It's not that obscure. In fact, there have been threads about it in the education section. It's the For Profit school industry that tells them they have job placement and charges them out the ying-yang for jobs that do not need a degree. Heaven forbid you cast your eyes in that direction.
