If you cannot afford to change the oil or get a tune up, if you just cannot afford to even do so much as put gas in the tank, you will be forced to walk, take the bus or get a bicycle.

Now if you are a person who has deliberately overspent by getting a Ferrari because times were good at one time, then you won't be able to make the car payments and it will be repossessed.

Where is the stimulus money going to come from?

Italy is trying to borrow the money but the lenders tell them that they cannot borrow more unless they stop spending. Italy might just print a bunch of worthless money to use as a stimulus, but it's still worthless money.

If you want to bring it down to an individual level. A family makes expensive purchases, goes on lavish vacations, and supports ageing parents. They go to the bank for a loan to support the parents. Next month they still can't make the bills and support mom and dad. The next month same thing. The lender finally says "You are borrowed to the hilt, what's the problem that you must borrow every month and has never made one repayment". The person honestly tells that that they are paying the expenses of retired parents who live in Boca Raton. The lender examines the family finances and says "Stop buying, don't go on that vacation, sell your home and downsize and move mom and dad to a cheap condo in Miami. You can try printing dollar bills in your basement, but we won't accept it."

Part of the major problem these european countries have is they can't get people working. The people have retired at 40 on government pensions. They have generations of people who never thought they would have to support themselves by working and feel very very cheated that what was promised to them no longer exists.
