When he shook off the officer, in the aisle. Notice the officer moved him to the back of the room, tried to talk sense in to him but failed, and the man committed arrest by intent.

The article states that the perp initially shoved the police officer.

The report also said Small had attempted to push the officer away when he first confronted him.

Not a good idea to shove police officers.
