Not arguing that they need them...but I think DHS issued a purchase order for regular deliveries of so many thousands of rounds at a time. I think they did not receive them all yet. This is standard procedure for those that use thousands of rounds per month in training and proficiency sessions.

you still can't find it around here. I usually find a few thousand rounds at local gun shows. but no stores have it. every other caliber I make and reload my own

Walmart hasn't had .22's for years while they stock 9mm and other calibers. A recent stop at Cabellas revealed that you can't buy more than 100 rounds at a time. I had to go thorough the checkout four times.
