I read the bill, and I see nothing on what seems to be the number one complaint of minorities: They claim they are randomly stopped for little or no reason other than their skin color. Based on many friends and others experiences, I believe that is true. Okay so why would the most prevalent problem in policing be ignored in the bill? Maybe it's in there but I didn't see it. It appears to be a lawyers' dream bill providing all sorts of avenues to sue police.
