Sure, why not. we already know what states generally don't look/check for 2 or 3 forms of ID when they register, and even allow pretty much anyone to vote in deep blue districts on election day.
Odds are, we could have a repeat of what happened in New York and Callyfornia where Trump lost by a large margin. But we will never know how many of thier votes were fraudulent.
Right?,,yet, there is still a good chance that Trump could still win the popular vote,,and then the loons will accuse many states of "Illegal Voting" !!!!!
