I asked first. Democracy isn't appealing to people who frequently find themselves in the minority. If you want them to play ball, you have to address their concerns. You have to find some way to convince them to sign on. That's why the EC was set up and why it is still necessary. If we want to change it, we have to back to square one (The Constitution) and renegotiate.
