It's a shit bill. It does not address choke holds, qualified immunity, or no-knock warrants. It's a nonstarter.

Every bill passed into law by Congress is enforced by the very same cops. It's up to the cops and DAs how to interpret and enforce it. They have jurors picked out at the ready on their side.

Speaking for myself, I do not like the fact that only the Democrats wanted adjustments to the Qualified Immunity protections. The Republicans flatly rejected it. Which is a mistake. Secondly, the Republican Bill only encourages the Departments to ban the chokehold. Through grants and other means. If the Republicans do restrict the grants, which they will never do, it would be a first. Even when they were after the Sanctuary Cities and States, law enforcement grants and access to Military Gear was never considered as part of the inducements.
